Armenia Evaluation outcomes for CVA to 2012 (as part of multi-country evaluations).
1. Communities reported significant improvement in the quality of services after CVA began including water and gas supply, improved pre-school and secondary school facilities, increased access to health services and improved waste management.
2. The survey found 70% of village mayors cited knowledge of the increased role of citizens’ participation in making public services accessible, 80% of mayors cite increased prioritisation of community needs through joint meetings, and many welcome citizen initiatives as positive for social cohesion and identifying solutions.
3. A platform for dialogue has been established between ordinary citizens and public service providers including discussions with regional and national decision makers at town hall meetings and roundtable discussions.
4. Significantly increased awareness of basic service rights in communities has been reported.
5. Staff report CVA has improved staff facilitation skills and strengthened National Office capacity in carrying out evidence-based advocacy.
6. By comparison to traditional programming, CVA has created a more structured participatory environment, according to staff interviewed during the evaluation.
